Science and technology are among the most powerful forces reshaping modern society, yet sociologists disagree profoundly about the direction of causation. Does technology drive social change autonomously, or is technology itself shaped by society? This section moves from the classic determinist thesis to its critics, then to two influential diagnoses of late modernity — the information society and the risk society. The through-line is a steady shift from seeing technology as an external force to seeing it as a social product with contested consequences.

Technological determinism and its critics

Technological determinism holds that technology is the prime mover of social change, developing according to its own logic and reshaping society to fit its demands. William Ogburn's notion of cultural lag — non-material culture trailing behind material invention — leans in this direction, as does the popular claim that "the printing press made the Reformation" or "the mill produced the factory town". Determinism captures the genuinely transformative reach of technologies, from the plough to the internet.

Critics raise two objections. First, determinism is reductionist, treating a single factor as sufficient cause and ignoring economy, politics and culture. Second, it is asocial, presenting technology as an autonomous force that falls from the sky, when in fact technologies are invented, funded, selected and deployed by social actors with interests. The effects of a technology depend on how society chooses to use it — the same digital tools can surveil or emancipate. Determinism thus mistakes a social process for a natural one.

The social shaping of technology

In response, the social shaping of technology (SST) and social construction of technology (SCOT) approaches reverse the arrow. Trevor Pinch and Wiebe Bijker argued that technological artefacts are socially constructed — their design is shaped by relevant social groups whose competing interpretations are negotiated until closure is reached. The eventual form of a technology is not the only possible or most efficient one, but the outcome of social choice; the history of the bicycle is their classic illustration.

This tradition, extended by actor-network theory, insists that the technical and the social are inseparable — technologies embody social values and power relations, and once stabilised they in turn structure social life. The lesson for social change is that technology is neither neutral nor autonomous; it is co-produced with society, so questions of design, ownership and access become political questions.

The information and network society

Several theorists argue that a new type of society has crystallised around information technology. Daniel Bell's post-industrial society placed theoretical knowledge and services at the centre of the economy. Manuel Castells, in The Rise of the Network Society, offered the fullest account — a society organised around networks enabled by digital technology, marked by a space of flows that displaces the space of places, and by timeless time. Information becomes the key resource and networking the dominant organisational logic, restructuring work, identity, politics and even protest.

Yet the information society also produces new inequalities — the digital divide between the connected and the excluded — and new forms of surveillance and precarious labour. It is a transformation with both emancipatory and disciplinary faces.

The risk society

Ulrich Beck argued that advanced modernity has entered a new phase — the risk society. Where industrial society was organised around the production and distribution of goods, late modernity is increasingly organised around the distribution of bads — manufactured risks such as nuclear fallout, chemical pollution and climate change that are unintended by-products of technological progress itself. These manufactured risks are distinctive — global rather than local, invisible to the senses, incalculable by ordinary insurance, and no respecters of class boundaries, though the poor remain most exposed.

Beck linked this to reflexive modernisation, in which modernity confronts the unintended consequences of its own success, and to individualisation, as people are cast back on their own biographies. Science becomes both the source of risk and the only means of detecting it, so expert authority is simultaneously indispensable and distrusted. The risk society reframes technology not as unqualified progress but as a generator of hazards that demand new forms of politics. Critics note the thesis can overstate novelty and underplay the persistence of class.
